I sammanhang med rätten till jorden står lappens rätt att öfvergå till jordbruksidkande folk och bruka sina lappskatteland. Genom sådana förhållanden, som de af nybyggarnes sätt att gå till väga gentemot den lappska befolkningen jag nyss nämnt och det understöd de därvid vinna af den svenska lagen kan vi icke annat än se denna rätt oss bestriden. Marken därofvan odlingsgränsen är oss tilldelad för renbete, icke för jordbruk. En del skäl, som jag i annat sammanhang berört, har tydliggjort, att vi i betraktande af lefvebrödet icke ha annan utsikt än, att när renarne på ett eller annat sätt förolyckats vi måste gå till brukandet af vårt lappskatteland. Men öfver detta står en tidsfråga, nämligen den att hela folket förr eller senare måste gå till jordbruket. Renen finner ej längre sitt bete bland fjällen. I en ej allt för aflägsen framtid hafva vi att se att den ene lappen efter den andre förlorar sina renar. Ogynnsamma förhållanden komma därvid att medverka, icke minst den skadeersättningsskyldighet, den renägande lappen numera underkastas enligt bestämmelserna i § 14 uti lapplagen den 1 juli 1898, och genom hvilken bl. a. en lappman helt nyligen dömdes till tre tusen kronors skadeersättning. Och hvarför skall lappens existensförmåga kringskäras af lagar? Erfarenheten lärer att inget folk går så framåt som när frihet råder i alla delar. Lappens frihet är kringskuren. Hans kamp för lefvebrödet är utstakad och betingelsen att lefva hänskjuten allenast till renarne och renarnes skötsel. I medvetandet finnes dock allt jämt en känsla som talar om frihet och denna känsla återfinnes äfven hos oss, lappar!
In connection with the right to property, the Sámi people have the right to pass on their land to farming communities and to use it for their traditional livelihood. But this poses a time question: will the entire community eventually switch to farming? The rein is no longer found in the mountains. In a not too distant future, we must see that one Sámi after another loses their reindeer. Unfavourable circumstances will contribute to this, including the obligation to compensate for damages, as the reindeer herders are now subject to the provisions of § 14 in the Sámi Law of July 1898, and there, among other things, a Sámi man was recently sentenced to three thousand crowns in damages. And why should the Sámi people's ability to exist be curtailed by laws? Experience tells us that no people make as much progress as when freedom reigns supreme. The freedom of the Sámi is being curtailed. Their struggle for subsistence is staked out and their only condition is for rein and herding of rein. In consciousness, there is always a feeling that speaks of freedom, and this feeling exists in us Sámi as well!

Våra säregna lefnads- och andra förhållanden äro af sådan beskaffenhet, att om äfven reformer skulle vinnas på dessa vägar, skulle dessa endast blifva halfmessyrer af tvifvelaktig innebörd. Våra tvister om rätten till jorden måste dagligen bevakas och våra frågor måste stundligen föras framåt. Men då måste lappen taga saken i sin egen hand. På hvad sätt? frågar mången. Det finnes icke mer än ett. Och detta är: en enhetlig lappsk förening, fungerande i hvarje lifsnerv af lappska befolkningen. I hvarje större by eller kommun bildas en förening, låt oss exempelvis säga Tärna by lappförening. Denna utlyser ett möte med lapparne i Tärnaby och skrider till val af styrelse. Denna styrelse får i uppdrag att emottaga tvistefrågor, med föreningen diskutera de reformer, som äro önskvärda och äfvenledes föra fram desamma till en centralstyrelse för hela lappbefolkningen, utlysa möten och i alla delar tillvarataga den lappska befolkningens kraf. Sådana föreningar böra så fort sig göras kan bildas i alla lappkommuner eller större byar i Jämtland, Vester- och Norrbotten. På våren 1905 utser de lappska föreningarne hvar sitt ombud att sammanträda i exempelvis Fatmomakke, och där behandlas sedan våra gemensamma lifsfrågor. Där kommer då den första lappska kongressen till stånd och sedan åstadkommes nog af sig själf, dock under träget arbete, ett annat förhållande. Our unique living conditions and other matters are such that even if reforms were achieved through these means, they would only be half-measures with questionable significance. Our daily struggle for the right to own property must be pursued and our cases must be brought forward regularly. But then the Sámi people must take matters into their own hands. Many ask, how? There is only one way. And that is: a united Sámi association, functioning in every part of the Sámi population. In each larger community or municipality, a chapter is established. Let us take Tärna city Sámi Association as an example. The association calls a meeting with the Sámi in Tärnaby and elects a board. This board hasis assigned the task of handling disputes, discussing desired reforms with members of the association, and also submitting them to a central organisation for all the Sámi population, announcing meetings, and in every respect taking care of the Sámi people's demands. Such associations should be formed as soon as possible in all Sámi communities and larger towns in Jämtland, Vester- and Norrbotten. In the spring of 1905, the Sámi associations appoint representatives to meet in, for example, Fatmomakke, and there discuss the issues that concern us all. This forms the first Sámi congress. This will certainly bring about a new situation, but with persistent effort, it will lead to success.

Han drifves i annat fall allt längre och längre upp mot de kala bergstopparne mot norska gränsen, den han ju icke får öfverskrida. Vid denna tidpunkt, då är väl också vår strid förgäfves, och då är det förbi med de svenska lapparne. Men hvem i vårt humana tidehvarf åtager sig att kasta den historiska dödsdomen öfver ett folk, som trots all sin brist på mänskliga dygder dock icke kan öfverbevisas om att det genom eget förvållande förorsakat sin undergång.
