Used to control the exponential back-off mechanism.
After each failure of a track download, BandcampDownloader can wait for a specific time before trying again
to download the track in order to avoid tickling the Bandcamp anti-spam filter.
The formula used to compute the time to wait before trying again a download is the following:
time = cooldown * (exponent ^ attempt-count)

Recommended value = 0.2
