This string is only shown, when a list contains more than 1003 entries and mentions the number of total entries - 1000. So the lowest number that can show up is 3 as in "Skipped preview of 3 more rows …".

string needs sg / pl form. Because 21,31,etc (1+[20,30,..120,130,..]) - have singular and other are in plural form of "row" in many languages.
