This cache stores geographic coordinates and an address. The application has to call network resolution service regardless of this setting. But the call to Nominatim address resolution takes place just in the case the address is not in cache. When you switch the Cache locations option on, addresses that you've visited, are stored in the application. No information from the cache is sent outside of the application.
