The application just sends text commands to the TTS system (Text-to-speech). TTS is responsible to convert text commands, which converts it to a voice. TTSIt is usually present on the system by default. If not, or ifthe installed TTS does non't support your desired language, you can install one from applicationn app store (for example: https://search.f-droid.org/?q=ttsTTS ).
This app has voice guidance by way of text translations and voice commands courtesy of volunteers at https://hosted.weblate.org/projects/your-local-weather. The app dev cannot guarantee they are correct - you accept this by using the app. To use it you need TTS (Text-to-speech) installed and guidance turned on in the settings, where you can set your own voice commands.
