<p>While SEEA and TSA tables are currently not compiled everywhere, by construction it is possible for all countries to provide information on this indicator. Those countries where no tables are compiled report a value of zero (0). There are currently (as of March 2023) data available for over 180 countries, in all regions. </p>
<p><strong>Time series:</strong></p>
<p>Data is collected from the 2008 reference year onwards.</p>
<p><strong>Disaggregation:</strong></p>
<p>It is possible to disaggregation by the different TSA tables and SEEA tables (water flows, energy flows, GHG emissions and solid waste), and disaggregation by standard (TSA and SEEA). </p>

<p>Target 12.b calls on countries to &quot;develop and implement tools to monitor sustainable [tourism]&#x201D;. Sustainable tourism is &#x201C;tourism that takes full account of its current and future economic, social and environmental impacts whilst addressing the needs of visitors, the industry, the environment and host communities. [...] It is a continuous process and requires constant monitoring of impacts&#x201D;.</p>
<p>SDG indicator 12.b.1 measures the level of statistical capacity at the national and global levels to credibly and comparably monitor the sustainability of tourism, especially the economic and environmental dimensions. It has the added advantage of not only monitoring and encouraging attainment of target 12.b, but also of supporting more general monitoring of sustainable tourism including the other targets related to tourism, notably 8.9 and 14.7. </p>
<p>It does so by tracking implementation of those tables and accounts from the <a href="https://unstats.un.org/unsd/tourism/methodology.asp" target="_blank"><em>Tourism Satellite Account: Recommended Methodological Framework 2008</em></a> (TSA: RMF 2008) and the <a href="https://seea.un.org/content/seea-central-framework"><em>System of Environmental-Economic Accounting (SEEA)</em></a> that are deemed most relevant for deriving information on sustainable tourism. In fact, the TSA and SEEA have been identified as core pillars in the <a href="https://www.unwto.org/standards/statistical-framework-for-measuring-the-sustainability-of-tourism"><em>Statistical Framework for Measuring the Sustainability of Tourism (SF-MST)</em></a> which is currently under development and which has been supported by the United Nations Statistical Commission as the main tool for monitoring the contribution of tourism to the SDG Agenda. The SF-MST integrates tourism statistics with other economic, social and environmental information and provides a coherent base for deriving indicators that are relevant for monitoring and analysing the sustainability of tourism. The level of implementation of the TSA and SEEA tables and accounts identified in this indicator provide a good indication of a country&#x2019;s statistical preparedness for monitoring the sustainability of tourism.</p>
<h2> Обоснование: </h2>
<p> Комитет по статистике ЮНВТО<sup><sup><a href="#footnote-1" id="footnote-ref-1">[1]</a></sup></sup>, ведущая международная группа в области статистики туризма, состоящая из экспертов из стран и международных организаций, с 2016 года указывала на серьезные трудности с исходным показателем: </p>
<ul>
<li> Показатель плохо отслеживает цель. </li>
<li> Показатель не является статистически обоснованным. Не существует согласованной
на международном уровне статистической основы или понятий / определений, которые можно было бы применить к стратегиям или принципам устойчивого туризма и реализованным планам действий. </li>
<li> Неясно, каковы отношения / границы между тремя упомянутыми инструментами:
стратегиями, принципами и планами действий. Например, генеральный план туризма может содержать элементы всех трех - будет ли это засчитываться как 1 инструмент или 3? </li>
<li> В странах нет статистической инфраструктуры для сбора этой информации, и
кажется, что ее сложно развивать из-за вышеупомянутых проблем. </li>
<li> Отсутствие согласованных на международном уровне определений этих понятий
и связанных с ними статистических процессов будет означать, что сбор данных, если он состоится, будет зависеть от интерпретации каждой страной-респондентом терминов, стратегии, принципов и реализуемых планов действий. Положение усугубляется тем фактом, что должностных лиц страны необходимо попросить провести самооценку ситуации в своих странах, которая приведет к появлению значительной предвзятости респондентов. </li> </ul>
<p> Таким образом, предлагается сосредоточиться на цели («разработать и внедрить инструменты для мониторинга устойчивого [туризма]») и отслеживать стадию внедрения в странах основных инструментов бухгалтерского учета <em> на сегодняшний день </em> для международного мониторинга ключевых аспектов устойчивости туризма, а именно: </p>
<ol>
<li> на страновом уровне Вспомогательный счет туризма на основе документа <a href="http://unstats.un.org/unsd/tradeserv/tourism/manual.html"
target="_blank"> <em> Вспомогательный счет туризма: Рекомендуемая методологическая основа, 2008 год </ em> </a> (ВСТ: РМО 2008) и</li></em>
<li> на страновом уровне счета водных потоков, потоков энергии, выбросов парниковых
газов и твердых отходов на основе <a href="https://seea.un.org/content/seea-central-framework"> <em> Системы природно-экономического учета (СПЭУ)</em></a></li> </ol>
<p> </p>
<p> Это дает статистически обоснованный показатель для мониторинга задачи 12.b., отслеживая степень внедрения в странах таблиц ВСТ и СПЭУ, которые наиболее актуальны и осуществимы для мониторинга устойчивого туризма. </p>
<p> Это соответствует программе работы <a href="http://statistics.unwto.org/mst"> <em> Оценка устойчивого туризма (ОУТ) </em> </a>, запущенной ЮНВТО при поддержке СОООН, которая включает в себя <a href="http://statistics.unwto.org/sf_mst"> <em> Статистическую основу для оценки устойчивого туризма (СО-ОУТ), </em> </a> находящуюся в настоящее время в стадии разработки по запросу Статистической комиссии ООН на ее 48 <sup> -й </sup> сессии (7-10 марта 2017 г.).<sup> <a href="#footnote-2" id ="footnote-ref-2">[2]</a></sup> СО-ОУТ объединяет статистику туризма с другой экономической, социальной и природоохранной информацией и обеспечивает согласованную основу для получения показателей, имеющих отношение к мониторингу и анализу устойчивого туризма. Разработка СО-ОУТ также поддерживается Генеральной Ассамблеей ЮНВТО,<sup><sup><a href="#footnote-3" id="footnote-ref-3">[3]</a></sup></sup> высшей международной организацией в сфере туризма. </p>
<p> Разработку ОУТ возглавляет Рабочая группа экспертов по ОУТ, созданная совместно ЮНВТО и СОООН, которая подотчетна Статистическому комитету ЮНВТО. В ОУТ есть специальная подгруппа по показателям ЦУР, возглавляемая Статистическим управлением Австрии, которая дает рекомендации Комитету по статистике ЮНВТО, как лучше всего отслеживать туризм в рамках ЦУР, и принимает активное участие в подготовке этих метаданных. </p>
