ماده اول: ۱
(1) دافغانستان بانک بانک مر کزی افغانستان است.
(۲) دافغانستان بانک بحیث ‏ شخصیت حکمی دارای صلاحیت های کامل قانونی بوده, میتواند قرار داد های مربوط را منعقد اموال منقول و غیر منقول را حصول يا واگذار اسناد بهادار ‏ مربوط را صادر و به اشکال مختلف قرضه ها را دریافت و طرف دعاوی حقوقی قرار گیرد.
(۳)دفتر مرکزی دافغانستان بانک درشهر کابل بوده ومیتواند در داخل و خارج افغان‌ستان بااختیارات و وظایفی که لازم میداند. دفاتر نمایندگی و ارتباطی فرعی خود را تاسیس و نمایندگان و بانکهای کار گذار را تعیین نماید.
