I have updated the guidelines with two crucial changes:

We have migrated to Markdown. Please check the new syntax rules to avoid breaking page formatting.
The new, large translation component "GNU/Linux is not Windows" is OPTIONAL. It is low priority, so please do not feel pressured to translate it.
