The language names are currently only used in the language list, so yes, upper case is better. Actually, they're names of languages packs, so title case should not be a problem even if we need to embed them in sentences in the future.

@danpla: it’s customary (for translation memory reasons) to translate them as lowercase because they may be embedded in sentences, and as in Catalan they are not considered proper nouns like in English, it may lead to wrong capitalization. It’s the same with the days of the week and month names. If you confirm that these strings are only used in e.g. dropdowns and not as part of other strings, I can change them to uppercase.
