Don't translate old change log files. F-droid doesn't show them

Currently app is migrating from java and xml view code to kotlin and jetpack compose, translation is currently paused and will resume as soon as migration of codes is done.

* Compiled with NEON SIMD, This greatly improve processing time when using LSTM engine with 'standard' or 'fast' trained data.
